I. General Provisions of the Information Resource Center

The University Information Resource Center (hereinafter referred to as the Information Resource Center) is an information-library institution that organizes and carries out information and library activities in the interests of developing education and science within the higher education system of the Republic of Uzbekistan.

As a structural subdivision of the higher education institution, the Information Resource Center reports to the administration of the institution.

In its activities, the Information Resource Center is guided by the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis, decrees and resolutions of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, orders and board decisions of the Ministry of Higher and Secondary Specialized Education, decisions and orders of the Supervisory Boards of higher education institutions, the Charter of the higher education institution, internal regulations, and this Regulation.

The procedure for using the information-library collection, the list of main services, the conditions for their provision, as well as users’ rights and responsibilities are determined by the Rules for Using the Information Resource Center. These rules are independently developed by each higher education institution. The information-library collection of the University Information Resource Center is state property.

General organizational and methodological guidance and coordination of the University Information Resource Center are carried out by the Center for Research on Higher Education Development and Implementation of Advanced Technologies under the Ministry of Higher and Secondary Specialized Education.

  

II. Main Tasks of the Information Resource Center

The main tasks of the Information Resource Center are:

·         To create favorable conditions and a broad information resource base to comprehensively meet the intellectual, educational, spiritual, moral, and cultural needs of students, doctoral candidates, independent researchers, academic staff, professors, teachers, and the public, based on the principle of providing the opportunity to choose sources, forms, and methods of obtaining information using modern information and communication technologies.

·         To participate in implementing state policy in the field of Information Resource Center activities, and to develop proposals and recommendations on the main directions for further development of the Center, taking into account the continuous improvement and enhancement of service quality for students, doctoral candidates, independent researchers, academic staff, professors, and teachers.

·         To improve service conditions, forms, and methods; introduce specialized software complexes; create electronic information services; and ensure automation of the Center’s processes based on modern computer equipment and data transmission technologies.

·         To provide electronic services enabling users to access the Center’s resources; to form and maintain a consolidated electronic catalog and electronic information-library collection connected to foreign library resources and scientific-technical databases.

·         To systematically enrich the collection with national and foreign publications; ensure the careful preservation of rare and valuable editions; introduce modern methods of conservation and restoration of manuscripts and rare publications; and organize their storage under special conditions ensuring reliable preservation.

·         To recruit highly qualified specialists on a competitive basis, provide retraining and professional development for staff, and continuously improve personnel capacity.

 

III. Activities of the Information Resource Center

The Information Resource Center’s collection contains a total of 7,885 items, including 2,509 textbooks and учебные manuals, and 5,376 works of fiction.

All professors, teachers, and students are registered members. To attract students to the library, presentations of newly received books and exhibitions of new publications are regularly organized. The Information Resource Center has an electronic Telegram channel: https://t.me/IPU_SamARM, to which many professors, teachers, and students are subscribed.

The Information Resource Center has 2 employees. It consists of 3 departments:

·         Reading Hall

·         Computer Hall

·         Book Lending Department

The Reading Hall has 85 seats.
The Computer Hall is equipped with 10 computers.

The Information Resource Center is equipped with modern technology and fully connected to the Internet.
