Main Activities of the Department

About the Department. The Department for Quality Assurance of Education was established in accordance with Clause 14 of Resolution No. 515 of the Cabinet of Ministers of the Republic of Uzbekistan dated July 18, 2017, “On the Organization of Activities of the State Inspectorate for Quality Control of Education under the Cabinet of Ministers of the Republic of Uzbekistan,” and operates as a structural unit of the institute.

Main Objective of the Department. The main objective of the Department for Quality Assurance of Education (DQAE) is to study and analyze the compliance of students’ knowledge at UEP with state educational standards, conduct monitoring of the quality of personnel training, organize internal attestation of UEP, identify factors negatively affecting the quality of education, and take measures to eliminate and prevent them.

Main Tasks of the DQAE:

  • analyzing the provision and compliance of educational programs and specialties with state educational standards (SES), qualification requirements, curricula and course syllabi, working curricula, and working course programs;
  • studying the quality of the educational process at UEP and the level of provision with учебной literature and teaching-methodological materials;
  • assessing the objectivity and transparency of processes and results of student knowledge assessment;
  • organizing additional selective control assessments to determine students’ knowledge levels (results of such assessments do not affect students’ academic performance indicators), analyzing results, and identifying factors influencing education quality;
  • analyzing classes for each subject and submitting relevant information to the Rector of UEP;
  • monitoring student attendance and the attitude of faculty members toward teaching duties;
  • preparing analytical reports based on assessment results and presenting them at UEP Council meetings and rector’s meetings;
  • studying graduates’ knowledge levels based on documents of State Final Attestation Commissions;
  • organizing monitoring and control of education quality and personnel training based on organizational, legal, and methodological guidelines;
  • organizing internal attestation of UEP and submitting its results, as well as information on factors affecting education quality, to the Rector of UEP and the State Inspectorate;
  • monitoring indicators determining education quality and submitting proposals to the Rector of UEP to address identified problems and shortcomings;
  • analyzing the effectiveness of modern methods and approaches used in professional development of faculty members to improve education quality;
  • conducting internal monitoring in UEP structural units (faculties, departments, divisions, centers, academic lyceum) to determine the professional qualification level of teaching staff, as well as the quality of postgraduate education, professional development, and retraining, preparing analytical materials and submitting proposals to UEP management to eliminate identified deficiencies and problems;
  • analyzing the compliance of faculty members’ basic education with the subjects they teach, their completion of retraining in accordance with legislation, or possession of an academic degree or title in the relevant specialty, and informing the Rector of UEP of the results;
  • analyzing the condition of the material and technical base of the educational process and submitting proposals for its development and improvement;
  • controlling the organization and effectiveness of student internships considering educational programs and specialties;
  • participating in processes related to determining and evaluating UEP rankings, accreditation, and education quality assessment;
  • regularly conducting social surveys among students, parents, faculty, and employers to study the social environment, personnel training, and improve education quality at UEP;
  • participating in social surveys among faculty and employers and developing recommendations based on the results;
  • participating in the analysis of graduates’ enrollment in further education or employment;
  • continuously studying domestic and international experience and innovations in education quality assurance and developing recommendations for their implementation in the educational process;
  • participating, together with UEP management, in the development and implementation of measures aimed at improving UEP’s international ranking;
  • organizing and conducting educational seminars and training sessions jointly with relevant UEP structural units to enhance education quality;
  • forming a database of internal public experts at UEP and regularly conducting seminars with them within the scope of assigned tasks;
  • submitting proposals to expand integration cooperation between education and industry and to develop innovative ideas, projects, and technologies;
  • presenting information at UEP Council meetings, round tables, and conferences on the results of studies and monitoring conducted by the DQAE to improve education quality;

submitting relevant proposals to UEP management based on the results of education quality assessment.
