Divisions

Duties and Responsibilities of the Chief Accountant:

·        Ensure the organization of accounting in accordance with regulatory documents approved by the Republic of Uzbekistan; monitor effective use of material, labor, and financial resources;

·        Manage the organization’s accounts on all relevant electronic platforms;

·        Ensure timely calculation and control of payment of salaries for faculty and staff, as well as student stipends;

·        Generate complete and accurate information on the status and movement of assets, property rights, and liabilities in accounting records;

·        Conduct timely inventory of material assets and cash funds;

·        Summarize accounting data for effective management purposes;

·        Prepare financial, tax, and other statutory reports;

·        Ensure timely transfer of calculated taxes to local and national budgets;

·        Ensure targeted use of funds withdrawn from banks;

·        Prevent the emergence of accounts receivable and payable;

·        Control the proper use of the wage fund in accordance with approved staffing schedules and staffing formulas;

·        Control the proper use of the stipend fund in accordance with orders issued by the rector;

·        Control the receipt and issuance of inventory items in warehouses in accordance with established rules;

·        Control the expenditure of all funds by expense items based on approved cost estimates;

·        Ensure high-quality inventory of cash, inventory assets, and fixed assets in accordance with established procedures;

·        Control the timely submission of monthly, quarterly, and annual reports to the Ministry of Higher and Secondary Specialized Education, tax authorities, and other relevant organizations.

 Required Knowledge:

·        Knowledge of laws related to departmental activities, resolutions of the Cabinet of Ministers, decisions and orders of the Ministry, and orders of the rector of the higher education institution;

·        Knowledge of the annual and long-term development plans of the higher education institution;

·        Knowledge of all methodological, regulatory, and other documents related to the organization of accounting and preparation of reports by financial and control/audit bodies, as well as documents related to the financial and economic activities, structure, and development prospects of the higher education institution.

Qualification Requirements:

·        Possession of professional and organizational abilities required for managerial positions in higher education institutions; experience in leadership roles in the education sector; relevant knowledge and skills within the scope of duties and authority;

·        Possession of exemplary personal qualities, including intellectual capacity, cultural awareness, leadership and creative abilities, politeness, organizational skills, initiative, and entrepreneurial aptitude; a strong sense of responsibility; ability to make independent decisions and act decisively; capacity to ensure achievement of the institution’s strategic goals;

·        Must hold a higher education degree;

·        Must have at least 3 years of effective work experience in the relevant field.
